It would be interesting if Kyoto decided to loosen their height restrictions a bit, but only in a specific area where it was deemed to not disrupt the ambiance too much, and with much more restriction than usual on architecture, so that the end result would be something akin to a "new mountain" of residential and retail space, while from the outside it would just seem like a natural hill community that fits with the local character.
