The concern with AI weapons is that is there's a chance it could not differentiate civilians and combatants, and while there's law for war crimes committed by man, there's none for AI weapons, such as who is responsible if the AI commited war crimes. The birthrate decline is happening worldwide due to increased living standards. but in japan it has become very apparent. People are less inclined to have kids when they live comfortable lives and having kids would lead to increased monthly fees, psychological effects (worrying about them when they're out of sight), worrying kids will grow up without goals in life and become a shut in, and most kids are a hassle to raise. The solution should be the government should introduce benefits for having multiple kids as well as giving free education benefits instead of just encouraging the populace to have secks.
