  1. I think it's more of a troop rotation. New troops coming in into severodontesk, wounded and exhausted troops moving out to lysychansk. Doesn't change the fact that they are still taking heavy casualties tho. As for the victory, they did manage to push deeper into rus encirclement, for a 100th day commemoration so they need a desperate PR victory to announce. Cost lots of life too, not sustainable so they might have retreated back. Hence the conflicting reports.
