  11. 5:37 I think this is the most important point to make. Something that I have recently learned in IR was organizational process model, or the idea that bureaucracies tend to follow standard operating procedures. A lot of the issues of DOTs as mentioned in the video stem from this fact, and a lot of good can be done by changing those SOPs.
