  1. 5:37 I think this is the most important point to make. Something that I have recently learned in IR was organizational process model, or the idea that bureaucracies tend to follow standard operating procedures. A lot of the issues of DOTs as mentioned in the video stem from this fact, and a lot of good can be done by changing those SOPs.

  5.  @리주민  Interstate highways were primarily funded by federal dollars, but primarily built and administered by state governments. However, states must follow strict guidelines to access that funding.
