  2. It was all talk, all bluster, all planned but he knew it sounded good to the gullible. If it failed just blame it on MAGA, the SCOTUS justices, etc.. Technically speaking he had nothing to lose and everything to gain. A smart ploy(whether you like him or not, very cagey, smart)
