  1. I smell a big big lawsuit against Vermont and possibly against the Governor personally. He's acting outside his regular duties and course of business. He personally is going out of his way and encouraging discrimination against a group of people(whites) in obtaining the vaccine. If personally liable he could go bankrupt, etc.. However if a state employee purposely or intentionally goes out of his way to discriminate against or hurt another, then the state is no longer liable as this is far astray from the ordinary course of his job duties. He may not even be able to use bankruptcy to escape an intentional tort. Federal law may stop him here and he could be liable for Plaintiff's attorney fees.
