  1. Mayor Lightfoot is humiliated by reality. She knows the crime rate in her city and can't deny it. There's way too much violent crime in Chicago and she knows who's doing a lot of it. She can't fix it so she'll silence or punish the messenger and use alternative reasoning/change the narrative.
