  1. - 5 or 10 dollars per homeless person can be a really good investment for the unscrupulous campaign worker. Many voters have no intent to vote but for a fee may sign a blank ballot. (Whiskey can work also btw). We're seeing many elections being determined by less than 100 votes lately. It involves time, legwork and gathering/harvesting ballots.

  2. Ballot harvesting is an opportunity for fraud. Period. A campaign worker is usually overzealous and overexuberant. Thus he or she will have an opportunity to fill in ballots, pay off voters, influence voters and destroy ballots if necessary - He's the custodian. You have to trust him or her to deliver only valid ballots objectively.
