  2. It hurt the corporations. Many run on thin margins. If your margins are 5% and your cost of goods is between 35 and 50%, having one piece of merchandise stolen eats into multiple sales. Amplify that across a whole state like CA and this is why stores like Walgreen shut down most of their stores in the state.
