There arw also the other permits needed to build the infrastructure to get the oil to market such as roads and pipelines. This is where the permit issuance has stopped by the Biden Administration. The covid lockdowns decimated suppliers and caused many of them to go bankrupt. Remember when crude oil went off a cliff in late March 2020? It was selling BELOW COST. When the smaller drilling companies go bankrupt, they are gone forever. So when demand rebound, there were fewer producers.
