You could and still could designate industrial away from neighborhoods and though cities and landscapes, then the lines would have less upkeep on those traveling within city to city, what would take maintaining it several times, would only require once, and the cities could afford that. High speed is something else, America does not have the population as others do to take full advantage of a high-speed rail. America can sustain 5-6 billion, as it already is.
