  2. No, we did not "destroy" the "technology" to travel through the radiation belt. A human in a basic spacecraft can safely travel through the belts. You just can't orbit in the belts for long period: if you put a spacecraft in the center of the belt where the radiation level is highest, a human gets a lethal dose of radiation in one week.
