The essential information you're missing is that the radiation level at Chernobyl is orders of magnitude higher than even in the center of the van Allen belts. In the VA belts, you get a lethal radiation dose in 1 week. At Chernobyl standing next to the reactor, it takes a few seconds.

The ISS orbits within the van Allen belts, which limits their exposure. The exosphere doesn't contribute much.

@tumarbongrox6074 Technically, yes. But the density of the atmosphere at 400 km is too low to provide noticeable attenuation of incoming radiation.

@CtrlAltDelicious1 Incorrect. Bart Sibrel lied when he claimed that footage was taken in Earth orbit. In fact, it was filmed 10 hours after launch, with the spacecraft 50,000 km from Earth.
