  4.  @SaraphDarklaw  yes it's a (simple resolution) meaning she would only be able to pass it in the state of N.Y. if the ppl there would agree to it. She would have to make it a (joint resolution) and make adjustments to it in order for every state to have a say in whether they want to have it or not because every state is governed differently with their own set of laws.
