The joint chiefs claiming because of pressures in military life that it was unfair to "teammates ". To list them as such. Instead they would be listed as absence unknown cause. The garrison or base commander would instead of reporting soldiers not in formations as awol they would own be listed as auc for a period of 48 hours. To ascertain if the soldier was missing voluntarily or involuntarily. If the investigation determined it was voluntary then the soldier would be listed as awol. Under normal circumstances a awol case is sent to the CID. If the base commander couldn't assess as a voluntary absence the soldier as missing. There was no official report to be issued to CID.
