I've been there in 2018, and here's my advice for independent/solo traveler: Go to Sun Island (Taiyang Dao) in the afternoon, after lunch. Visit the Sun Island Scenic Area, a place where you can witness hundreds of snow sculptures in big to massive size. When the sun goes down (around 4-5 p.m.), go out from there and visit the Ice & Snow World. It's located just across the street with crossing bridge. This is the perfect time to witness the temple-size ice buildings illuminated by colorful lights. Still the best destination for me so far. But remember, Ice & Snow World area covered like dozen times of football field, so large. The freezing cold air is freakingly torturing.

@yumuzi234 Thanks for your advice. I also did what you say when I was there. I confused at first, why these people want to eat popsicle/ice cream in amid freezing cold temperature?! I didn't give any attnetion at 2 first days. At the 3rd days, a roommate in hostel I stayed told me that I should try it because it's numba 1 snack for tourists visiting Harbin. And this is what he told me: Harbin people eat popsicle to "warm up" their bodies. Because its temperature is higher (hotter) than the winter air. I finally bought it at my last day. The first unmelted ice cream I ever ate in my life.
