Americans are also like that ... well .. most of them. The overwhelming majority (if not all) of mass shooters in the USA can be put into two types: the Participation Trophy Generations and the 13%. The Philippines does not have both, so there is extremely low occurrence of mass shootings.

First, automatic weapon had been forbidden to trade in the USA for decades. Civilian owned automatic weapons are more likely to be collectible pieces. It's still function well, but the owners are the types that would not use it for anything but put it on display. Second, majority of mass shootings were done with pistol ... and guess who the perpetrators are? (whisper) the thirteen percenter (nod nod). Those type of mass shootings were rarely appear in the press. The other type, which did not committed by that part of population, were done by participation trophy generation who have difficulties to adjust to real life outside their participation trophy education bubble.
