Its ideology called for banishment or extermination of anybody who are not German. Fascism on the other hand, only concern with making Italian nation strong through socialism. They even had a lot of Jewish members prior to Hitler insistence to purge them after Italy botched every battles they were in.

He didn't have the ability to screw things up with them, and moreover, he needed their cooperation to screw things up with Russia, which was next door. Had he annexed Russia, he (or more likely his nazism successor, since it needs several centuries to breed enough Germans to settle all over Russia, he) would come into conflict with China and Japan too. About the Slavs, he actually looked down to them. He had design for them to be exterminated once German people need their lands. Indeed, one of his eastward invasion was to confiscate the land from the Slavs. If he had alliance with Croats and Bosnian, it's alliance of convenience. What?
