  1. The Ottoman didn't neglect the Balkan. Their practice was to auction plots of their conquered land to tax farming. In essence, wealthy individual paid Ottomans an amount of money up front, and then they had freehand to squeeze taxes on a plot of land. It wasn't just Balkan, but the entire Ottoman realms also run that way. It turned the Levant into desert, so it's not a surprise the Balkan also suck to dry.
