  5. Most homes in my city (not American) have something like that (it's not built to collect rainwater, btw). Not because we can't dig well (we can) nor because there are no municipal water main (there is), but because the bad service of our monopolistic municipal water provider (owned by municipal overlordship). Sometime it gets days of no water, and when it does, it's during the night time, when we were asleep, sometime the water quality is so bad, mud and insects started to appear in it. So the solution is to build underwater tanks (mine can hold 2 cubic meters of water, enough for one month usage for me), so it will hoar .. (cough) .. collect the water when municipal overlord is on their happiest mood.
