  1. It's easy to blame Coca Cola for the problem. But will the problem disappear if Coca Cola shutdown its factory there? Or the problem become worse, with a new batch of unemployment and secondary effect of local businesses whose customers are Coca Cola factory workers? Also, can the municipal government be trusted with the underground reservoir? Or will they totally abuse it, as their track record of other water resources (dis)management so far shows?
