  1. It's not. Have the US still implemented the New Deal after World War 2, Soviet Union would win the Cold War, simply because the US would drag themselves down to Soviet Union level of progress. It just so happened that Roosevelt was forced to shutdown many of his New Deal components to meet the war time demand for increased production. While World War 2 was not the reason of the end of Great Depression, it had side effect that led to the end of Great Depression, namely the demise of New Deal.
