Yeah, wever heard it all before. Different times. More importantly than bashing the west, Russia has proven itself to be totally untrustworthy. So, most blame must be heaped onto Russia. The reality, there's no way the west could have guaranteed Ukraine's safety in practice. There's even no way anyone could prevent Russia from attacking a NATO member if it so choose. As for the west's response to the current situation, there's already massive support for Ukraine and it's growing stronger by the day. There's a lot more coming in terms of military equipment, including fighter jets. Not sure what else it can do except have the west put boots on the ground or attack Russia directly... neither are good ideas. And needless to say, since the non-binding memorandum was conceived, the UN has proven itself to be useless. So there goes that option.
