Cache memory is still memory, as opposed to CPU registers, which are way faster than memory.

C is not a high-level language, originally designed as a step above assembly with constructs that map very closely to assembly. In some sense, it was also the successor to B, initially designed for developing the Unix kernel and to write code that runs close to hardware. It could be considered mid-level. Definitely not high. It offers very little in the way of abstraction.
