  1. Depends on how you define "best". The US is the most powerful and influential, but it's not necessarily the best. When was the last time a US city rated in the top 10 "most liveable" cities? Never? Countries with top rated cities are Canada, Australia, NZ, Japan, Nordics, and some Western European cities. Melbourne (where I live) is currently #4
