  1. The reality is bringing low cost housing into an established safe neighbourhood increases the crime rate in that area. That's just how it works. It's why those already living in safe areas don't want the low cost housing. And this reality isn't limited to California or even the US. I live in a large non US city. The lower cost suburbs have the highest crime rates.
