  1. A leopard does not change its spots. Tiberius was a competent soldier in his younger years and, as emperor, appears to have wanted the Senate to rule Rome in his name so that the letters SPQR should mean something. There was plenty of intrigue in Roman government in classical times and undoubtedly Tiberius preferred the titular leadership of the emperor should be more the rule than the exception. Given the unreliability of later historians with tales of weirdness and cruelty emerging only in his extreme old age as he lived in luxurious comfort almost in exile on Capri we can attribute much of this to be fiction, easy to fabricate about a man who was far from Rome, almost a recluse, and more-or-less retired. Why should he change so completely for no reason, one is bound to wonder.
