I am a native English speaker but I cannot follow what language these police officers are speaking. Sentences seem to be in fragments and at a rapid speed. I would be completely confused without the subtitles. What state is this, I wonder. 15:33 "and it seems like they tried to ran him over" - two tenses in one sentence fragment. Is English their second language? Terry thought she could just drive away while the officer was in the middle of his investigation. Who'd be a cop?
