What we sometimes call a police state might be undemocratic, repressive, and persecuting but this is not the meaning of war between countries or even a civil war when part of the population takes up arms. Judging by your definition we could say Poland was at war because of the Communist rule at the time of Stalin or that the people in the Deutsche Demokratische Republik (DDR) were at war with the Stasi. I'm sorry; nobody but you uses the word "war" for these states and that includes Romania.

  14.  @silvykara2927  ... A country with a strong internal police security system is not the same thing as a war between armies of two different countries. I do not have the honor of being a Romanian although I did holiday there when Nicolae Ceaușescu was its Leader. At the time, a local government official in Brasov asked me how I liked their Socialist Republic. Of course I was polite enough to tell him I was enjoying my visit very much.
