When I was in MI, we constantly had spooks running a game on us, where they attempted to launder illicit intel to us, through fabricated confidential sources and tangential operations. Essentially, trying to use information, they had no legitimate reason or way of having. From the get, this has had my Spidy sense tingling, that someone was conducting surveillance and either illegally, or incidentally obtained information. I think their real target, is the secure database the transcripts are stored in. I suspect theyre trying to expose something politically damaging or embarrassing, that they shouldn't know about.
