When TNT gets old, it decomposes and becomes less sensitive. C4 is very insensitive. The Army has a term, 'double capper', meaning that you pay attention to detail and do the job right the first time. Its from the Engineers and refers specifically to the standard practice of 'double capping' C4(taping two caps together) for reliable initiation, because its common for only one cap to be insufficient.
