Because they werent trained or prepared for it. They were armed with pistols that they probably havent fired since their last qual and probably have never unholstered on duty, before. This while facing an unknown number of unidentified assailants, in unknown locations, firing high-caliber weapons that will go through their vests like paper. There are serious questions and criticisms, but unqualified, unprepared cops charging in blind, is not a valid one. The real question, is why werent their any qualified officers available to respond and take charge of the onsite officers. BSO has a quality SWAT unit. Most depts with SWAT units, have SWAT officers distributed to patrols, so that an operator can be either the first or second unit on scene, at any call. This has been a very effective practice, so why wasnt that the case, here?
