Snipers are at a stalemate in Syria and theyre dropping artillery shells from helicopters, I dont think 'smart bombs' are a viable option. If used properly(which it almost never is) gas could be a very effective weapon for hitting a HVT when you cant be sure of a precise location, or have direct access to a location. How would you use a sniper or precision bomb, if you only know your target is in a neighborhood and will no doubt be bunkered and not exposing itself? You have two options - level the entire area and bounce the rubble a few times, or use something like gas. Im not saying its right, just that it is a viable explanation for why he would use gas. Perhaps it wasnt even sanctioned and a field command made a unilateral decision? Undoubtedly, IF it were the regime that did it, they assumed they wouldnt get caught, which would be why such a small scale attack was made.
The proper way to use gas, is to saturate the area, for an extended period, not simply drop a gas shell and expect it to work - you have to 'fumigate' the target... but that doesnt go unnoticed.
