+TheRealPentigan No, its not. If you live in the united states, you can manufacture it, in your home, as long as it doesn't leave your property. How much you can manufacture and stockpile, depends upon where you live. Researchers only buy explosives, if theyre testing a specific product. Otherwise they manufacture it onsite, in the minimum quantity required, for lab safety and variable control. You can learn to make it right here on Youtube.
