  1. Problem. The fundamental basis of Civilization is communication and travel. Unless FTL comes into play, or fantastically long lifespans(on the order of hundreds of thousands if years, for a corporeal being), Type III civilization simply isnt possible, by any definition of 'Civilization'. While an entire galaxy might be colonized by Type II, it will not, as a whole, be connected in any meaningful way, without at a minimum, FTL communication. So, as long as science maintains a sublight speed limit, Type III cannot be entertained as science, but only as fantasy.
