Its entirely possible and definitely plausible, if not probable, that they dont even have a nuclear program, either. Intelligence assessments are always a degree of confidence, never a 'fact'. There is an alternative assessment, based upon the same intelligence, that NK nuclear program, is a Chinese shadow puppet. Its believed that the weapons NK has tested, were Chinese fission primaries, for their thermonuclear program. All we actually know, is that NK has apparently exploded several low to medium yield fission devices; well within the range of a fission primary. No one has seen their program, even though it would be strategically advantageous for NK to allow some verification that it even exists.
