People need to learn how hospital admissions work. First, every procedure that requires blood, or general anesthesia or sedation, requires reservation of an ICU slot. Second, for most hospitals, an ICU slot is reserved for a certain percentage of general admissions. Those beds are considered 'occupied'. Third, the best way to get sick, is go to the hospital; especially during infectious disease outbreaks, non-emergency admissions and procedures are usually cut back and or cancelled simply as a precaution.
Hospitals tend to keep the ICU at high capacity, to massage the budget(use it or lose it), to train staff and simply because its an expensive unit, to keep sitting around empty, when they can be billing someone. Most ICU patients can be cycled back to general care, if the slot is needed. The only difference between general care and ICU, is continuous monitoring with more astute staff.
