He was absolutely right. NIOSH rated respirators, which is what everyone at the time, was referring to as 'masks' and buying out faster than they were being produced, are virtually useless to the general public. They require qualified fitment, specialized training, must be changed two, to three times per day and must be handled as biohazardous material; this is beside the practiced discipline required, to use them properly, without compromising them, or contaminating yourself. For the general population to use such masks, in any effective way, would consume billions of them... per week. There is still zero evidence that simple non-respirator face coverings, have any personal protective benefit.
Mistake =\= lie and neither is your misunderstanding. Leadership and governance, is about making difficult decisions. Those decisions often cost lives on both sides, when they're made perfectly. So, when we all play Monday morning quarterback, lets all understand what this 'lie' was meant to accomplish and the alternative.
