Ukraine has probably around 50k available offensive forces, with varying levels of training, from US/NATO standard infantry, down to Human wave bullet catchers. They know they have to go for broke and are waiting for the final collapse of Bakhmut, because A) for a number of reasons, they're compelled to commit at least ⅓, maybe more, of their counteroffensive effort there and B) its too dangerous to try and enter the city. So, they're waiting for the front to come to them and bulge out of the city. Thats why they've been destroying all the perimeter structures and compressing the flanks; they're trying to get Wagner out into the open, where they can overwhelm them.
The problem for Russia is that Prig is a hard charger, not a strategist. While he may be smarter than that, he actually might not be. If they try to pursue Ukraine outside the city, they're going to find out where that counteroffensive has been hiding.
