Anything can be intercepted. The Kinzhal has to make a ballistic terminal attack, just like anything else. Its terminal attack velocity determines the range at which it has to make the final correction. At maximum velocity, it has to make its correction several miles out, making reaction time lower, but a the physics of an intercept much simpler. Likewise, the slower its moving, the later it can maneuver, but the slower speed gives more reaction time and is also easier for the interceptor to correct for a hit.
The reality is they're harder to intercept in a high precision conventional attack, but far from unstoppable. However, carrying a nuclear warhead, where you're measuring precision in kilometers, not meters, it probably is virtually unstoppable.
