The force equation is much different for one on one engagement, where an officer must neutralize a threat, on their own. Get in a gunfight with a patrol officer and youll probably get killed. Get in a gunfight with a dozen SWAT, armored up like the Michelin Man and you'll probably wake up handcuffed to a bed, crapping in a bag.
