  1. _ Tommo There have been a number of anti-mask laws, that were originally targeted at the Klan. The problem is targeting specific groups or activities, without quashing e everyone else's freedoms. There is a long standing tradition of wearing various types of masks at public demonstration, which are not necessarily about identity concealment or to enable criminal acts. Identity concealment isnt, in itself, a bad thing, especially in the social media age, where photos of your protesting can get your life ruined... or potentially targeted by the State. Its people that mask up, specifically to thwart witness identification, that need to be dealt with, but its a very difficult legal challenge. However... what is not a difficult legal challenge is an automatic upgrade and mandatory minimum, for offenses committed in a mask. Start making some examples, like IDK, 10 years, with mandatory 3 served, for hitting someone with a bike lock, with a bandana over your face? That might make some of these kids think twice?
