What is relevant is specific authorizations and prescribed security measures. He can be authorized to possess certain materials, but be required to secure them in a specified manner. Furthermore, as everyone should be aware, simply seizing boxes or documents, doesn't necessarily mean they were unauthorized. Unless the warrant explicitly specified certain documents, that they identified on-scene, they will just take anything that looks interesting, for further evaluation.
