Yes, by YOUR expressed standard of a company 'using tax dollars'(I guess meaning that it exists withing the CONUS), Mattel(a toy company)making a dildo(a type of toy) for a client, as a custom item, is exactly the same as a baker(of cakes) making a (gay themed) cake. If you had familiarized yourself with the particulars, before your little moral superiority lecture, youd understand that a 'wedding cake' is a special order, not a shelf item; they are not being asked to sell a cake, they are being demanded of, to create a to-order variant of a base class of product. BTW, if you had familiarized yourself with your own arguments, before getting morally superior, youd realize why I chose Mattel as an example - lets see if you can redeem yourself and figure out why? Furthermore, the 'cake cases', in question, all included a demand for some direct expression of political speech, either in text, or imagery - like as a gay baker being targeted to make a 'Rick Santorum for President' cake. Therefore, the toy producer must produce the toy I demand and the gay tailor must make Klan hoods and the Jew must provide non-kosher sandwiches.
