I expect its hard to get in some places, but where I am, I can buy as much as I can carry out of the store, with nothing but my appearance to prove Im over 18. One pound, would make about a dozen or more devices that size and a single purchase of a single container, would be very difficult to trace. Furthermore, the dual initiation at opposite ends of the device, would dramatically enhanced both reliability and performance of a smokeless powder charge. The triggering mechanism is unknown, but from the appearance, its a solid piece of work and should be be very concerning. The electrical tape wrapping, is the biggest forensic vulnerability and will show just how savvy the perpetrator is.
