A) its an Executive Power, not an 'abuse of power' B) High security clearances are only approved for someone's explicit utility. Of what value, exactly, is his clearance and to whom? Thats the question youd ask, if you had any intellectual integrity.
P.S. Ive held everything up to TS/SCI and never kept a high clearance when I left the assignment. Ive maintained lower level clearances and rating for upgrade. You dont need an active clearance for the applications being cited as an excuse for him to keep his. You are always cleared to discuss intelligence you worked, while cleared. That is, he requires no active clearances to go in and talk with the current gvt, about his past work for the gvt. Without an active or 'Special' clearance, he is restricted from new intel. But again irrelevant, because you can be granted daily and or Special Access clearances, in a matter of minutes.
TL;DR
There is no legitimate reason for him to maintain a high clearance, in 'retirement'. Its all about the 'boys club' and staying on the inside.
