  1. The reason they are using written reports, is because they're viewed in a SCIF. Controlled access to a SCIF, by appointment and security screen, is how leaks are identified and stopped. Theres a record of who viewed which document and when. So, if the information in a document viewed by Pencil Neck, shows up on a CNN special report, an hour after he left the SCIF, they know whose office to raid and phone to seize.
