  3. Uh, no. The entire country is supporting the front line. People trying to keep the power on, are not packing trucks. No power, no fuel. No fuel, no supply convoys. Command and control has to constantly relocate and take headcounts. No phones. No internet. Troops on the front have to worry about the hardships of the people back home. Etc. Thats why its called 'strategic infrastructure' and the US and NATO obliterate it in the first round of airstrikes, as an operational standard; just like Iraq, Libya, Yugoslavia, etc.
