Its solid strategic warfare. We do exactly the same thing. I developed and evaluated strike packages in Desert Storm and Noble Anvil and we destroyed everything with a pipe or cable coming out of it and patted ourselves on the back for how sophisticated we were.
Its not just about large scale industry. The entire working population is directly or indirectly supporting the war effort. People stitching uniforms, servicing weapons, making care packages, etc need electricity. Fueling stations need power to keep trucks moving. Their trains are electric. But, mostly, it costs Ukraine minimum hundreds of man hours, tons of materials and thousands of liters of fuel to restore power. It takes Russia an hour to knock it out again. Thats why the attacks have been against easy but expensive to repair distribution infrastructure, rather than power generation or comms centers. All the resources expended on civil maintenance, is not spent on supporting the front. It takes time, but that is a deep and chronic pain once it reaches the front lines.
The reason they've waited until now, is so that Ukraine doesn't have time and space to adapt; winter makes it a critical priority, that they cant just address with candles.
